Launching of IntraGov Haryana Portal in Chief Secretary Office

At the time of Inaugration, CS is interacting with IAS Officers

The IntraGov Haryana Portal with Integrated e-Office Suite of Applications has been successfully launched by Sh. Dharamvir, IAS Chief Secretary Haryana at 12.45 PM, dated on 26th October, 2009.

The IntraGov Haryana Portal is a single point gateway which integrates government transactions and services within Civil Secretariat as well as those between CS Office and Civil Secretariat employees. It provides a single window into the internal operations and services. Its main focus is on implementing an integrated e-Office for G2G and G2E Services for achieving e-Administration in Haryana Civil Secretariat with Security & Standards.

 Work flow automation: Enhances ability and effectiveness of employees to perform their jobs & eliminate redundant data entry
 Provision for uploading News/ Events, Photos, contents & Personal Dashboard
 Single Standards based Directory Service
 Identity and Access Management Role to remove the need for remembering multiple passwords
 Archival and e-Record Management
 Active User List
 IAS/HCS Civil list updating/access
 Birthday Wishes & Superannuation details on today, coming from personnel database,
 Photo of week, latest DD News, Thought of the week, Message Board provided Online (G2E) Services through external applications and integration of e-Office suite applications with Single Sign On (SSO) facility

Strategy Adopted & Critical Success Factors

 Active Involvement of users during entire phases of Project Life Cycle and addressing issues faced by them was essential.
 Capacity Building was taken up in the Haryana Civil Secretariat through training and motivating employees at all levels.
 Computer Test has been introduced for promotion of group ‘A’ & ‘B’.
 Educational Qualification for group ‘C’ is being changed.
 A special cell under the supervision of Chief Secretary was constituted to review the progress of implementation. It comprise of JSGA, JSSE, SIO NIC, TD NIC, US IntraGov.
 In-house Data Entry - In order to increase participation of branches, data entry and updation activity was done in-house.
 e-Champions - Officials in branches having ICT temper were designated as e-Champions, they were provided with electronic authorization for uploading the information
 Employee of the Month - In order to infuse motivation and recognize the employee contribution, a monthly recognition award namely as ‘Employee of the Month was started
 Desktop as well as LAN connectivity was provided to each branch of Haryana Civil Secretariat.
 External interface were designed and departments were asked to update information directly on portal instead reporting manually.
 Monitoring- To consolidate subject wise rules, marathon meetings were conducted with concerned departments
 Nine Volumes of Compendia of instructions were published on website so that officials have updated information for their reference

 Open Architecture - Platform Independence - a reusable architecture framework which can be quickly deployed
 Security - Support for HTTPS - Secure Socket Layers (SSL) 128 Bits.
 Accessibility Compliant - WAI-AA (Web Accessibility Initiative – Priority level AA)
 Open Formats: used for archival to ensure that information can be retrieved at any point of time without any information loss
 iCALender format for Calendar to provide interoperability and coexistence between different scheduling systems;
 XHTML and CSS (Cascading Style Sheets) Standards compliant
 SMS Integration
 Site Protocol Standard for Search (followed by Google, Yahoo & MSN)
 LDAP Server Integration for Single Sign On
